How to show list of data continuously

Hi,

I am getting following 2 issues

1. It should display message "There are no person information" with common header and there should be one common header with count of person info if we don't have data in data band.

2. There should be one common header with count of person info if we have data in the data band

I have implemented this, that works fine if we have data but whole page is getting blank if we don't have data in data band. Please find attached report for the same.
