Right y-axis not visible for Silverlight Reports

One of our customers has raised an issue where they are unable to set the Right y-axis as visible within a chart control in their reports. The reproduction steps are:
1) Create a new report using the Silverlight designer;
2) Add a chart control
3) Set the Right y-axis visible = True and also set "allow apply style"
4) After saving the report the right y-axis is reset back to false.
I have attached a sample report to illustrate this. If you open this report in the Silverlight designer, then save it and re-open - you will find that the Right y-axis has been removed.
