Repeating Watermark Text

I have a report that has a section with a watermark. The background watermark is repeating text like this:

Test 123 Test 123 Test 123 Test 123 Test 123 Test 123
Test 123 Test 123 Test 123 Test 123 Test 123 Test 123
Test 123 Test 123 Test 123 Test 123 Test 123 Test 123
Test 123 Test 123 Test 123 Test 123 Test 123 Test 123
Test 123 Test 123 Test 123 Test 123 Test 123 Test 123
Test 123 Test 123 Test 123 Test 123 Test 123 Test 123

Over the top of the watermark is other text. The watermark will be different depending upon the department that is printing the report, so it will need to be either text that is in a variable or an actual data field that is just repeated over and over.

What's the best way to create a repeating text watermark?

You can set your text in the Watermark or use image background with necessary text as watermark.
