Panel doesn't shrink when is no information

I have a panel with several data bands. That panel is docked top and can shrink set to true. Below it, I have another panel with some text. This panel is also docket top. I need 2 things:

1) If the databands are empty, I need the upper panel to shrink and let the down panel to move up, as it's also docket top.

2) If the first panel + second panels are larger than 1 page, I need to display the remaining content in a second page (both are set to Can break true but it doesn't work)

Hello.

All components that are placed exactly on the page are static.
They have fixed positions.
Please, put the Panels on data bands and set the CountData property of the bands to 1.
