Page footer moves with data bands

Hello,

I have a report where I want to print a page footer at the bottom of the page. It is OK if this prints on just the last page, or at the bottom of each page. I am currently using a PageFooterBand to do this. My issue is that depending on the number of lines in my databands the page footer moves up and down my report. If there are only a couple lines on my databand then the page footer is high up on the page. If I have 5 lines in the data band then the page footer is in the correct place. I need this page footer to print in the same spot at the bottom of the page regardless of how many lines are in the data bands.

Attached is my report. The databand2 is the databand that has a dynamic number of lines
