One question: How will licensing work with this? If we purchase a site license can we allow users to modify the report formats? Is the site license per server?

The licensing types are the same as for our other reporting tools.
The type of License depends on the number of developers who take part in your project. According to our licensing policy - The developer is a person who takes part in the development of your application and directly works with our reporting tool.
