Different table of contents in local and production

Hello everyone,
We are experiencing a problem with the table of contents and it is that, in order for it to look good in production, we have to layout it as follows locally:

So the report looks good:

The creation of the table is as follows:

Is there a way to make it look good on both local and production sites?
