hierarchical Band Parent Value

I have setup a report with data in a hierarchical band and the hierarchy is defined by Section Number and Parent.

If I set the Parent Value on the HierarchicalBand to 0 and it prints all of the data as requested. (see attached screen shot)

However if I set the Parent Value to 1 it throws an error about the key is not allowed to be null.

The only thing I can see that might be a problem is my top level sections are set to 0 not null as suggested in the help files.
