Bug in html component

Please see attached documents. a <ul> with multiple <li> tags is not rendering correctly.
There is a file containing a .NET self contained test utility to recreate the issue and the other file contains all supporting material such as XML input and an .mrt file.
Run the app load XML, select mrt and generate pdf.
