Resize Objects

I frequently get a context menu pop up when I try to re-size items (by dragging handles) in the designer.
What causes this to pop up? Am I clicking in the wrong spot? I have to attempt multiple times to not get this to popup.
Shouldnt these options be part of the right-click context menu?
