Sorry, we had to answer you before. Our answer was lost due a technical error.

The Cross-tab is too complicated component. Unfortunately, we can't solve issue when cross-tab is wrapped by many containers.
The header is shown when cross-tab is on the Page or on Data Band that is exactly on the page. But in your case we can't solve the issue.
Could you try to make your report more simple?

Unfortunetely, I don't know Stimulsoft features enough to make my report more simple...
Maybe you can help by guiding me? My report was attached in my previous posts. What do you think I could simplify?

Sorry, but we don't create reports for the customers. We can give your advise only.
If you remove the DataBand7, the headers should be shown right.
