I need to know how to let users change param values. I don't know how to get the param form in your screen shot to display in the Web version.

I wondered if that button was for the params, it doesn't have a tool tip to let me know. Regardless, the button is disabled so I cannot click it. Do I need to change a setting in the report to enable it? It should be enabled by default since I have params in the report.

This button is enabled if report have a request from user variables.
Please check the last prerelease build.
Also please try to remove the stimulsoft setting from the following path:
[c]:\Users\[Aleksey]\AppData\Local\Stimulsoft\

I deleted the suggested file. It still does not display.

I downloaded what I believe is the latest. I have a .zip file. I extracted it, ran Installer.exe and Install to GAC. I don't see any difference in the version or the outcome. Am I missing something?

If you uses standalone designer.exe from Stimulsoft Reports.Web products then the parameters panel does not show in WebPreview.
