Using a button to load a drop-down list

I have two drop-down lists on my Form.

The user must first select a location. Then, to load the queues for that location, I added a button called "Get Queues". When this button is clicked, it checks the location value and then loads the location's queues.

This works great when it runs as Windows report. However, in Web Viewer, clicking the "Get Queues" button causes the report to run.

Ideally I wanted the queue list to auto-load after a location is selected, but I read that this is not supported in web viewer.

My end result is that I want to populate a second list based on the selection of the first list. How can I do this?
