Issue with Group Headers

I entered the below topic regarding the behavior I was seeing on column headers, and the suggestion was to not use column headers. However, the same behavior is happening for group headers.
I am referring the the bottom section, labeled "Historic Matches", which is using group headers, but still acting in the way described below.
I have a report with three data sources, with column headers for the second and third data bands. The problem is that on the last data band, the column header was not printing if the data wrapped to page two. So, I set it to print on all pages, which makes it print on page two if the data wraps to page two; however, if the last data section begins printing on page two, it's column header prints twice- once with no data, then it prints the data it should. What setting can fix this? I have attached the .mrt file. There is also a pdf with an example of the header issue
