Is it possible to make Group Header appear after the HeaderBand?

I tried to move the headerband above the groupheaderband as demonstrated in the sample report still no luck..
the difference between your sample report and mine is that there is only one table in my dataset, and I am using a value in the same table for group condition.

any further help would be appreciated thanks!
