Not the same behaviour between list and labels

Hi all,
In my report, I have 2 different displays: first I show samples in a list then I show labels (one for each sample).
I have a set on 3 controls ("T") that I need to repeat every 16 samples.
It's working perfectly for the list, but for labels it's not working, although I did exactly the same.
Please find attached my report with a csv data file.
