How Order Up Page Headers than Page Footer

Hi
I Create a Report that Have 2 Page Header And 2 Page Footer And 1 DataBand.
in My Report Page Footer Order is 0 And Other One is 1 and my Page Headers in 2 and 3.
i Want to Change Order Page Header to 0 and 1 and Page Footer Order to 2 and 3?
How Do That? :?:
