New page before not working correctly after update

I have two group headers above a databand:
The report is a simple listing of vendors, grouped first by their set, then their class:
I set new page before on the class (group header band 3), which works correctly for the first class, but when there is a new set, it doesn't page break.
This is consistent throughout the report. If it's just class to class it page breaks, but whenever a new set gets thrown in it doesn't.
This used to work correctly.
There are workarounds for this that I'm aware of, but the problem is that there are probably 50 reports I'd have to change this on, which I would rather avoid.
