I am having trouble with my report layout in the designer. When i first started i was able to drop a databand anywhere inside of the report and it would reside where I placed it. Now when I place a databand, it snaps to the top of the report unless I place it in a panel. When I do place it in a panel it snaps to the top of the panel.

This is limiting my ability to lay the report out as I need. I have looked through the properties of the report and the databand as well as the documentation but I have not found any references to alter this behavior. Can someone possibly point me in the right direction to disable this behavior? Thank you.

The Data Band is placed on the top of the container and such behaviour was always.
If you need to put it any where else, you should use Panel.
