PageFooterBand overlaps ReportSummaryBand

I have a report that has a number of bands, some of which are quite high. The result is that it does not all quite fit in a single page in the designer, however it prints OK because, for example the ReportTitleBand prints on the first page and the Page HeaderBand on subsequent pages.
The problem is that there is not enough room below the ReportSummaryBand in the designer to fit the PageFooterBand, causing them to overlap. Fields on the PageFooterBand subsequently overlap fields in the ReportSummaryBand in the Preview and the printed output.
I got around this problem by increasing the Top Position in the properties of the 3 fields in PageFooterBand. This means that they no longer overlap in the output however they are no longer visible in the designer window and their properties no longer displayed if they are selected in the properties list. I can no longer make any changes to these fields. The 3 fields in the attached report are Text49, Text50 and Text52.
I have attached a the report and some sample xml data which I use for the Dictionary and Preview.
I am running an evaluation copy of Stimulsoft Reports.Wpf, Version 2014.1.1900 from 10 April 2014 .NET Framework v4.0.30319
