Issue about print

Hello.
Now we want to print a report by ie, But we have an issue is that the first page of the report has different margins.(the first page's Header height is greater than other pages)
So we design a test report that has the same two pages.(reprot.mrt is in the attachment)as follow: But we print with preview as follow: PS1: we have set ie's page settings for printing. ( remove headers and footers, and set all margins to 0. )
Is there a relevant setting can solve this problem?How to solve this problem?
PS2:We also have tried to print to pdf ,but the pdf print also have an issue.(Maybe our printer is a sepcial printer (page size is 21*16))
If we check "choose paper source by PDF", the printed page is shrink up and down together, it is compressed height.
If we check "Fit" or "Actural Size" or Set Page Size, the pringed page has a large Header height (like in the middle of the page 21*29.7, not in the top of page).
