Too much space reserved for footer

I have a report that has a footer which is only printed on the last page. However, when details are printed on previous pages they consider this footer height and leave space for it, so a big white space is shown. How do I solve this?

When creating a footer, it may have 10cm in height. If this footer was to display on the last page only, the 10cm will be reserved on *every* page, leaving an empty space on all pages.
How do we get the report writer to use this space on the previous pages?

Do you use PageFooter? How do you make it be displayed on last page only?
