Help about dependent parameter

I have a need to use dependent parameter that allow user input. Logically, when first load (preview), the listbox should only list the items according the the variable (also a listbox) it depends on. However, currently, the listbox for the dependent parameter lists all the items when first load and it only react correctly if select another item in the independent listbox.

My question is: Is it possible to load the dependent listbox according to the selected item of independent listbox? If it is not possible, is it possible to allow an empty item to be added to all the listboxes so that people have to select to get the desired outcome?

Do you use the Dependent Variables feature?
Do you have any problem with it?
What version of our product do you use?
What Viewer do you use?

Yes, I use Dependent Variables feature and currently use version 2014.3.

Let me upload a screenshot to see whether you can better idea.

To make it easy for you, I create a report that use AdventureWorks2014 as underlying database.
