I've been trying to use the interaction properties with group headers however none of it seems to be working, I can't even get the tooltip to work, this seems to be the same for databands as well. However, text boxes are working..

Using version 2015.3

We are unable to reproduce the bug with tooltips on our test report.
Please send us a report template for testing.
