Uneven space between tables when conditions used to disable rows

I applied conditions to a report to remove the rows where no value is available. The space however is not corrected between the tables.
Any idea what can cause this? Another problem is that when I render the report to PDF the table lines are shown with various thicknesses.
A similiar problem existed in the report itself but has since been corrected. Report_1 shows a generated report. Report_2 shows the report
assuming some rows shown in Report_1 are missing data. As you can see in Report_1 the table spacing is even. In Report_2 this is not the
case.
