Designer: always sorts Dictionary Variables

Hi,
I noticed a change with the last release of the designer 2017.2.3: all the dictionary items appear now to be sorted alphabetically, even though the gearwheel setting (which I didn't notice existed before) is set to 'No Sorting'.
Is this intentional? Is there a way to turn off the automatic sorting?
The designer still allows the Variables to be dragged to obtain the desired order but on editing any Variable or re-opening once saved causes the order to be re-sorted.
The main issue is that any Variables presented to the user when running the report ('Request from User' property ticked) follow the order in the dictionary and so cannot be set in the desired order (the order that makes most sense to the user), other than by renaming the Variable Names. Or is there some other way to define the order presented in the viewer?
