Possible data and group band issues

I've come across a few reports where databands were not rendering at all and there was no clear sign as to why. The solution that has worked for me was to create new data and group header bands within each of the reports -- basically recreating the data and grouping structures (I can copy and paste the text or image components). I have had 5 specific reports do this after modifying the report in some ways. I didn't see another post about this but was curious if I was the only one. I am using version 2017.1.6 from June 3.

When the BAD one is rendered, the labels are not in the correct order and thus the part labels do not match with the parts (Base Back label is put onto a Base Adj Shelf part). When the good one is rendered, the labels are no longer out of order.
The only thing I've done with the GOOD one is copied all non-databand or groupheader and footer components to re-create the label.
