Can Grow & Shrink Property is not correct

The data is not shrink when setting can grow & can shrink (both property).
Item 2: is not shrink.

Hello,
The height is so large because of the text that is merged.
There is a solution for you.
You should use the Merge based on Value and Tag option.
Please, look at the attached report template.

I have new issue, after done as your solution.
I need the result as 2nd image, It have the problem when the last column have more row greather then the other column.
Do you any solution?
