Can a filter affect only a 'Value' and not the 'Target'?

Ok so as shown in the images below I have a Progress in a Dashboard in which I want to filter some data which is in a table...
My problem is that the filter applies to the whole Progress panel and I want it to only affect the 'Value' since I have another filter which is a 'Combo box' and this changes the data of my 'Target' inside the Progress...
So I don't want that the filter that I'm using inside the Progress to also affect its 'Target' since I have the other (global) filter which changes this.
Is this possible to do or is there another way to solve this?
