Export to Word - Cannot organize pages with "Use Page Headers and Footers" mode

Hello,
I need support with exporting to Word.
My report MRT: download/file.php?mode=view&id=26336
I would like to know how to achieve two things when exporting a report (with headers & footers) to MS Word:
- Get the elements in the right page.
- Allow user edition.
Based on the documentation, I decided to use the "Use Page Headers and Footers" option to enable elaboration, otherwise the headers and footers are not rendered as MS Word Headers & Footers.
My sample report is as follows:
download/file.php?mode=view&id=26337
when I export to Word with the option "Use Headers and Footers", the elements are placed together in the same page
How can I achieve the right result?
I tried the following options, but none of them worked:
- New Page after/before
- Fixed Min Height
- Dock -> Fill
