How To Change (Override) The Toolbar Context Menu Backgrounds

I have a need to override the text color OR the background color that is being applied to a menu.
It is currently white text and an almost white background, making the text impossible to read unless hovered over.
How can I do this in .Net? Reports are built at runtime in C#.
Cannot find anything in StiOptions... Class that will allow for this.
