Print At Bottom doesn't work

Hi,
I want to use a cross band at the footer of all pages. I can not put the databand inside the page footer band. I try using the inside panel too and putting the whole panel at the bottom of the page but it has an overlap problem when the upper databand gets more rows.
the only other thing that I thought about is setting the PrintAtBottom property to True that it doesn't work either!

is there any solution for this?

I did it by putting the cross band on the panel and then putting the panel on footer band
