Sorting problem with special characters

Hello

When we sort by name in reports, it first sorts from A to Z. then the special characters in the Turkish alphabet are listed at the end, Like Ö, İ, Ü, Ş. but normally Ö should come after O, Ü after U etc. is there any way to fix this problem?
