Multiple Empty Band Not Working Correcly

Hi,
I have used multiple empty bands in a single page but only the last empty band is working correctly.
Please let me know how to get all the empty bands working on the single page.
Please find the sample .mrt file is attached.
The final exact output wanted is attached as an excel.
