where is the NewPageBefore and the skip First properties?

I have version 2019.3.1. I can't find the NewPageBefore and Skip First properties in the GroupHeader Band. I am beginning to wonder if I am missing something.

Thanks for your reply.
I tried that. Then I opened another report that may have been created with a previous version. The NewPageBefore and the Skipfirst properties were there so I copied that one and then edited the copy. I can't explain why the properties were missing from the newly created report.

Please check the EngineVersion option of the report, it should be V2.
