I have a simple report that needs to collect data based on a simple date range.

I created a date range variable and the needed parameters. If I mark the datarange value as 'not assigned', when I run the report it will not allow the user to enter a value. If I mark it 'assigned' it does.

Is this the expected behavior?

Yes, this is expected behavior.
In the preview, you can check the box and select the date you want.
