To repeat a databand as labels based on column value

Hi Team,
As we have a requirement to repeat labels based on the column value in table
we got a report as response previously(attached the same)
But while opening we are not getting any report as result but showing a empty page

What do you think about extracting another path to make it easier to open the file? Sometimes the capacity is not enough to download the file.
