How can I show scheduler option under file in my application Blazor Web Designer ?

Unfortunately, the scheduler is not available in Blazor Designer.

Is it available in anyother like asp.net or wpf ?

No. The scheduler feature is available only in the standalone WinForms designer and the Stimulsoft Server product.
