Problem with continous paper and labels

Hi all!
I've a customer who has a printer with continous paper and who wants to print labels. The labels are 1.695 cm high and there a 18 rows on a page. The pager margin top and bottom is 0.13 cm.
I use one databand with height of 1,695 cm and set the top marigin top 0.13 cm whereas the pape size is set to 307.7 cm (18 x 1.695 plus 2 x 0.13).
First problem: when I set the bottom margin as well, the last row (#18) will not print on the first page, but as first row at second page, somehow the engine thinks it does not fit, but from the calculation it should fit on page 1.
Second problem: When beginning the second page there is a small form feed (about 3mm), so that the label won't print at right horizontal position, with further pages the error widens (3mm for each page). Is there any way to remove the form feed. I've tried to shorten the page height, but then only 17 row will be printed on each page.
Any ideas?
