I was searching the forum for problem that we have, and found this topic which is common for both products.
I don't use WinForms Designer.
I tested export to word with report that have Html tags applied and written (without <p>) in version 2012.2.1313.0. And it works fine as you sad.
I am glad that bug with <p> tag will be solved. Because this is the blocker for upgrading to newer version with solved problems.
