programatically set default text format for data columns

We would like the ability to programatically set the default text formats used on a report.

We keep track of things like numeric precision and it would be nice for the user to not have to always set them.

For now this feature available is only in Stimulsoft.Reports.Net,

but we have added this feature in our to do list for Designer.Web.
