I basically want to know if there is any way I know the template has been changed after I released?

Yes, I want to know if the report template has been changed? if yes, we want to flag to the user that this is not the released template

OR Can I have the template as part of assembly resource so that I don't need to deploy the report template?

Hello.

You could check the ReportGuid property of the report.
It will be changed if the report is changed.
