gaps in grouping

hi I have 3 level of grouping, some groups have data and some don't, but I see all 3rd level groups have same amount of gap between each other under a 2rd level group. e.g. a 3rd level group has 3 rows of data under it, whereas other 3rd level groups have no data, but all have the same gap equavelent to the space the 3 rows take up.

currently I don't want to break up my query and implement master-detail relationsihps, which means rework of this report.

any way of removing the gaps in between empty groups in my case?
