Lines to bottom of page

Hi,

I want to product a report that runs a line from the top to the bottom of the page, regardless of how much data is on the page (so I can't use a border on the text controls).
On the desktop preview, this works, but on the web preview, it just pushes all components onto the next page - also the option to add a line is greyed out in the web designer, I had to use a shape & change it form a rectangle to a line.

Any help much appreciated.
