Dependent variables not working

I created a report using the windows designer. This report has dependent variables. When uploaded to the web and executed, the dependent variables do not work the way it is designed. The list items in the dependent variable drop down list is not being filtered based on values in the main variable. Is this a defect in the software or am I doing something wrong? Also, unable to design dependent variables in the web (flash) designer, is this feature missing from the web designer?

I have encountered similar problem trying the latest version (2015.1) of FX designer.
I can set up dependent variables but they do not get filtered. Is this how it stands at the moment?

This is not working in the 2018.2.3 version. Funny thing is, it have a list of bug fixes and states this was fixed. I cannot build my reports because the second dropdown will not load data. It does not appear that I am doing anything wrong as I have followed he instruction from the documentation directly. No matter what I do that second dropdown does not utilize the dependent variable to load.
