You can use the following options:

var options = new Stimulsoft.Viewer.StiViewerOptions();
options.appearance.parametersPanelDateFormat = "my format";

var options = new Stimulsoft.Designer.StiDesignerOptions();
options.viewerOptions.appearance.parametersPanelDateFormat = "my format";
