Banded Rows across page breaks

Banded rows are restarting as if there is a page break and a header (see rows 50-51). I'm setting the EvenStyle, but I have also tried to use conditional formatting to get the banded rows. This is exported to Excel.

Second image is the report design. I have tried removing the header and footer bands.
