Attaching images to reports

We have some images uploaded to the Server that we would like to use in our reports. For example, our company logo. They are uploaded to the Server as a File element. When we attach them to a Report, they are displayed in the Dictionary under a section called "Images". I can't find any documentation on this Images section in the Dictionary, but any images that are in there do not seem to be useable in the report with the Image component. What am I doing wrong? Attached is a screenshot of how the Image component looks when I select an Image from the Images section.
