Report Title Band margin

The Report Title Band seems to behave differently than other bands with regard to placing objects. To place a text box at the very top of the report, I have to position the textbox above the start of the title band. Basically the text box has to be located in the area of the report title that has the name of the title band. In other bands (such as a data band), the "top" of the band is under the name of the band (which works "correctly").

Is this an issue with the Report Title Band?

Oh nevermind. The page margin affects this. If I make the top margin 0 it works as expected. thx.
