drill down charts do not function when placed inside a panel or report title band

if making a "drill down" chart... and you place the chart in "panel" object or a report title header:

the charts are displayed correctly, but will not bring up the drill down cursor and allow you to get to the next chart in the report.

Here is a report with two charts... identical charts...

but the lower one is inside a "panel" and does not allow you to click on a single bar to get to a drill down link to a second chart.
